Guaranteed tips

  1. I've noticed a trend at restaurants around here lately. I consider myself a decent tipper, normally hitting the 20% range. At a couple different restaurants here recently, I've had the waiters just keep the loose change part of your change. Example.... A local place here has 1/2 price wings on Tuesdays for lunch. With water, the bill is ~$4.60. I've given them a $10 bill before and they bring back a $5 bill only. I would have left a dollar plus the change, but on that day I didn't leave the dollar since they decided that the .40 was their tip.

    Today it was at a Chili's. Is this happening elsewhere? Are that many people stiffing them on tips?
