    The problems with keeping up with the bad guys goes back to the original wiki-leaks revelations of a few years ago. The intelligence services never talk about how they do surveillence of foriegn countries. The techniques used PLUS the names of assets released by wiki-leaks hurt us badly. No one cared about how bad the agencies looked. The serious problem was we lost those informers named in the leaks and many of the survivors stopped informing. The technology was compromised and allowed countries to apply tactics to slow down NSA and others. Now, do I think NSA should be gathering information on US citizens? No, it is wrong and shouldn't be done. Each agency is chartered by Congress at startup. The charter defines what authority the agency has and where it can apply that authority. Intelligence agencies are not chartered to watch US citizens inside the borders of the US. Any surveillence done on a citizen has to be approved by a special panel of judges with defined limits. Sometimes people exceed their authority and that shouldn't happen.
    In a nutshell, we have been rebuilding our intelligence base and developing new gathering methods to defeat the revelations you have heard about in the news. Because of that, threats that may exist within our borders have not gotten the full attention needed. Nothing new here but the media doesn't always tell the full story.
