Are some NFL games fixed?

I wanted to see how the replacement officials did during the Lions/Rams game. I put down infractions called and those I saw. Here are my totals.
Lions- no penalties called; Rams- 8 penalties called

Rams (lost in last 10 seconds of the game)
1) horsecollar tackle: shouldn't have been called as the defender had the outside of the jersey, not the pads
2) 3 holding: I won't argue here as the rams did hold
3) 2 offensive line movement
4) 2 defensive offsides
I saw 2 more holds and one more offensive line movement that wasn't called.

Lions
1) 3 defensive offsides not called
2) 3 offensive line movemets not called
3) 1 chop block not called
4) 2 Suh headslaps to the earholes not called
5) 2 Suh slaps to the head after ther whistle
Think I got most of them but I don't know all the penalties you can call.

Are the refs really that bad or is there a larger problem here?
