I emailed an old time Republican staffer who worked on Bush's first campaign about why Dick Cheney as VP. Bush wanted to run for the presidency but the party was leery of him because of his past history of partying and general flakiness. After going after Clinton, they couldn't afford for the party to field a poor candidate. Even after winning the primaries, he couldn't win the presidency without the support of the old guard, who had doubts about him. So, it appears the old guard picked Cheney for him to be a possible mentor and consultant for him. No Cheney, no support in the general election. Things appeared to be cordial until 9/11. Bush was stronger than the old guard had thought and didn't follow Cheney's view of what should take place. He listened to Condi Rice instead and gradually froze out Cheney. Cheney wanted Rumsfeld as DOD and Rummy had did ok in the past. Bush didn't know they would tag team him. He had to keep Cheney for the second election because of the war. First chance he got he dumped Rumsfeld. Probably as close to the real story as we are going to get. So, no hugs or bromance between Bush and "dick".
