Survellience?

    A gov't agency built a number of "big ears" scattered around the world to help protect the country from enemies. Why do the antennas face out to one section of space and keep it under survellience 24/7. If they were built for protection, just what is the threat? Not my specialty but has really peaked my interest now that I know about it. I remember hearing about them being built when I was working. The cost was over a billion dollars.
