Alright some LED questions

Ok so I never fish at night period. I do however always like to start early so lights are helpful in the boat. Last night was out pretty late and became obvious I need more lights in the boat than I have. Here are my questions though.

I passed a pontoon on the way back in that had a blue rub rail all.the way around. Coming down the lake it looked like a UFO setting on the water. Is that legal being blue. I would have thought the PO PO would have been all over that. Second question on a bass boat low profile does it effect your seeing being so bright.

Other question is with the new light that mounts to the bow. Are these being used while running?
