Floor tile/plumbing question

Who's our resident expert on flooring (tile) around here? :thinking: Anywho, I'll be putting down a new tile floor in the morning for the bathroom remodel. I never could figure out if the closet flange should go down on the cement backer and tile around it?... or should I tile and then put the flange on top of the tile? :dejection: Heard people say either way is good, but one has to be better. What say ye????
