Since the subject came up in another thread I'll start a new one. I've met two types of contractors: one's who put out a good product with an acceptable price and the black money types who are crooked. Almost all of the contractors that make or supply an actual product; airplanes, maps, toilet paper; the types of things which are used and need to be replaced, do a good job. They do the work that the federal gov't shouldn't be doing and usually doing it cheaper.
The second type of contractor goes after the black funds which you don't see in the federal budget. These contractors are not held to standards of the military or civilian work force. The cost is extreme and you often don't get what you paid for. I'll pick Blackwater as an example.
They use black ops trained people to do their "projects". They hire from our special forces and from our intelligence agencies. They haven't put out any funds to train people. The gov't has to hire and train another person for the hired away employee. The intelligence person hired by Blackwater was making around $80-100k per year. They pay him $180-300k per year and take a profit on top of that. So, a gov't employee is $100k and Blackwater is $350-400k for the same trained person. On top of that the company charges line item for everything it uses at a profit. Then, the overhead for management and staff positions and the 10-20% guaranteed profit just to take on the job. It is the biggest fraud on the people out there. They are used to do the things you wouldn't want to do but we have people in gov't to do that kind of work. If you take that times all the "projects" in the black funds, you have a huge pile of money going out without the peoples' knowledge. Now, THAT is a problem we DO need to address.
